What is City Reentry?
- St Louis City becomes the 91st municipality in St Louis County
- County-type departments and services of the City are taken over by the County
- The County levies its property tax on City property
- The County's relationship to the City is like it is with any other
municipality
- Clayton remains the county seat
- The liabilities of the City's county-type departments at the time of
Reentry reamin its responsibility according to Missouri Statute 47.320

What's wrong with the status quo?
- We have the 2nd most local government in the naiton
- A lot of little governmentt is just as wasteful as big government
- There is too much infighting
- Business musical chairs
- Business incentives are going to the wrong types of business
- Declining wealth and populaiton in the County
- The types of problems the City has experienced for the last few
decades are becoming significant in the County

Why is Reentry desirable?
- Cost savings by economies of scale from combining county departments
such as Sheriff, Assessor, Treasurer/Auditor, County Clerk, Board of Elections,
Health, etc
- St louis County can count all the people and assets of the city
- Better cooperation when City residents can influence
the County and the County can influence the City.
- Encourage a more cohesive pitch of the region to outside interests
- A stronger lobby to State and Feds
- It can lead to further cooperation and consolidation if desired,
such as in law enforcement.
- If the City is no longer responsible for county-type services,
City voters are more likely to vote to repeal the earnings tax.
- Unincorporated areas and municipalities may be annexed into the
City if they wish to do so.

How do we make Reentry happen?
- Via the framework outlined in Missouri Constitution Article VI Section 30(a) 30(b)
- Amend the MO Constitution to put the City of St Louis in St Louis County
